David Raymond, Ph.D.
Director, Virginia Cyber Range and U.S. Cyber Range
David Raymond currently serves as Director of the Virginia Cyber Range (virginiacyberrange.org) and the U.S. Cyber Range (uscyberrange.org), as well as Deputy Director of Virginia Tech’s IT Security Lab. David is also an Adjunct Associate Professor in the Bradley Department of Electrical and Computer Engineering at VT, where he teaches graduate courses in computer networking and cyber security. He previously served on the faculty at the United States Military Academy at West Point, where he was an Associate Professor in the Department of Electrical Engineering and Computer Science and Director of Education Research in the Army Cyber Institute, an Army-level research and outreach center. At West Point, David taught undergraduate courses in computer networking, artificial intelligence, and cyber security and coached the West Point cyber competition team.
David holds a Ph.D. in Computer Engineering from Virginia Tech, a Masters Degree in Computer Science from Duke University, and a Bachelors Degree in CS from the United States Military Academy. He has published over 25 journal and conference papers in the areas of cyber operations, information assurance, secure wireless protocols, and online privacy, and he has spoken at numerous industry and academic conferences to include Black Hat USA, RSA, Shmoocon, and the NATO Conference on Cyber Conflict. David is co-author of On Cyber: Toward an Operational Art for Cyber Conflict. Certifications include CISSP, CEH, and SANS/GIAC certifications in penetration testing, incident handling, intrusion analysis, malware reverse engineering, and Unix/Linux security administration. David is a retired Army officer with 26 years of service. Military awards include the Silver Star, the Bronze Star Medal, the Legion of Merit, four Meritorious Service medals, and Airborne and Air Assault badges, among others.
